The work that Hill be presented in this paper is a very general vision of what it could be a macro project from the university, it is aimed to develop in the speaking-listeners from the region (inside and outside of it), some abilities that allow them the textual comprehension and production, saying it other way that allow them to do the right reading and writing.
As a macro project, it analizes programs, in investigation, teaching and extension, the objectives around every plan and the respective activities. It is also developed the teorical basis of the proposed axis as key abilities (cognitive and communicative) in the work that the human being does when he reads and writes. Finally I suggest a philosophy as the framework in which all the plans will be developed, in the case of doing them inside this proposal.
